The digital net is closing quickly without warning. Rights organization Idite Lesom reported dozens of cases in late August where border guards unexpectedly turned young conscripts away at checkpoints, according to United24 Media.
Customs officers stopped men at the gate with no advance notice. In one extreme instance, a traveler cleared his status on the official portal right before boarding a flight to Yerevan, only to be stopped at passport control.
Moments after being turned away, the restriction suddenly updated on his screen.
Out of 73 draft-age men who sought help from the rights project while trying to leave Russia directly, border guards turned back 23 travelers.
Attempting to escape through neighboring Belarus proved even more treacherous for young men.
Escaping through Belarus
Belarusian agents stopped seven out of 11 conscripts who tried that route. Human rights advocates noted that border services in both nations now share integrated electronic military records.
The sudden crackdown comes as rumors swirl about a new mobilization wave following the September State Duma elections, according to The Washington Post, cited by United24 Media.
The State Duma election is Russia’s parliamentary election to choose members of the lower house, a political event the Kremlin typically clears before launching unpopular measures like a fresh wave of military mobilization.
Mounting casualties in Ukraine—now estimated at over 1.4 million by the Center for Strategic and International Studies—are fueling these draft efforts.
According to the Institute for the Study of War, cited by United24 Media, the Kremlin is laying the groundwork for another massive recruitment drive.
Panicked citizens are fleeing toward open crossings in record numbers. Customs officials at the Georgian border recorded over 20,000 travelers passing through each day in mid-August as panic mounted across the country.
Draft net expands
That rush highlights growing desperation, as paper draft notices were easy to ignore, but the government’s automated digital system generates instant travel bans the moment a summons enters the registry.
Before the digital system took over, authorities relied on low-tech stalling tactics—border agents in major transit hubs simply delayed eligible men until their planes departed.
Moscow continues to tighten these controls to secure manpower for the front lines.

Russia’s tightening border controls are part of a much broader effort to eliminate the loopholes that helped thousands avoid the country’s 2022 mobilization.
A September 4 investigation by Meduza reported that Russians once had two relatively simple options: leave the country or ignore a summons and risk little more than a modest fine.
Since then, however, authorities have steadily rewritten the system, introducing electronic summonses and new enforcement mechanisms designed to make both options far more difficult.
The latest restrictions suggest that Moscow is no longer simply trying to find more recruits — it is building a system designed to ensure that potential conscripts have fewer opportunities to disappear from the state’s reach.
