According to Reuters, cited by The Moscow Times, Moscow is also working toward establishing visa-free entry for Vietnamese travelers, though a specific rollout schedule has yet to be disclosed.
The pact fits into Hanoi’s broader push to upgrade its national power systems.
Vietnam’s Deputy Foreign Minister Le Thi Thu Hang previously expected a “breakthrough” in Russian-Vietnamese oil, gas and nuclear power cooperation.
Expanding strategic ties
Energy ties represent just one piece of a much larger diplomatic strategy.
During their meetings, the two leaders launched a joint infectious disease research laboratory via video link.
The high-stakes trip reflects steady diplomatic momentum between the two countries.
This builds on Lam’s prior visit in May 2025, when he traveled to the Russian capital to witness the Victory Day parade and solidify a strategic partnership.
The busy three-day schedule featured high-level meetings across Moscow’s political leadership, including discussions with Prime Minister Mikhail Mishustin, Security Council Deputy Chairman Dmitry Medvedev, and Federation Council Speaker Valentina Matvienko.
Lam also met with Russian Communist Party leader Gennady Zyuganov, war veterans, and local embassy members.
Speaking to the Vietnamese diaspora, Lam emphasized his country’s push toward diversified international ties.
Even as Hanoi actively broadens its defense partnerships globally, Moscow continues to serve as Vietnam’s chief defense supplier while maintaining major stakes in its offshore gas and nuclear sectors, Reuters reports.
A Strategic Partnership
Vietnam’s deepening cooperation with Moscow highlights the enduring importance of Russia in Hanoi’s wider foreign policy.
According to the Vietnamese government’s official news portal, To Lam reaffirmed during talks with Vladimir Putin on September 9 that Vietnam considers Russia a top-priority partner in its foreign policy, while both sides agreed to expand cooperation across energy, defense, technology and other strategic sectors.
The growing relationship gives Hanoi an important partner at a time of increasing global uncertainty.
For Vietnam, the oil reserve agreement represents a pragmatic step toward economic resilience and energy security in a volatile global landscape.
