$21 Trillion Missing? Ex-White House Official Claims It Funded Secret Underground Cities

In an interview that has sparked waves of speculation, Catherine Austin Fitts, former Assistant Secretary of Housing and Urban Development under President George H. W. Bush, told Tucker Carlson that she believes the U.S. government has used trillions of dollars in unaccounted funds to build a secret world beneath our feet.

Fitts explained that her journey began after reviewing a 2017 report by Mark Skidmore, a Michigan State University economist, which revealed massive “unsupported adjustments” in the Army’s 2015 budget.

According to Skidmore, the Army recorded $6.5 trillion in such adjustments—despite operating on a $122 billion budget that year.

“The gargantuan nature of unsupported federal spending should be a great concern to all taxpayers,” Forbes noted at the time.

Fitts, a former investment banker, partnered with Skidmore to investigate further, suspecting that billions—if not trillions—of tax dollars were being hidden from public scrutiny.

“We Have Built an Extraordinary Number of Underground Bases”

In her conversation with Carlson, Fitts claimed that this missing money has gone toward building massive underground cities, designed not only as secure vaults for national security purposes but also as refuges for the elite in the event of a global catastrophe.

“One thing I’ve looked at is the underground base, city infrastructure and transportation system that’s been built,” she said.

“I’m sorry?” replied Carlson, clearly stunned.

“We have built an extraordinary number of underground bases and, supposedly, transportation systems,” Fitts continued.

Some of these are documented as part of the national security infrastructure. I think there are many more… in the United States and all over the world.

She claimed that some of these facilities exist beneath the ocean floor, with around 170 such sites connected by an underground transit network.

Shielding the Ultra-Rich From Collapse?

According to Fitts, these hidden bases are powered by “breakthrough energy” and built to protect the wealthiest individuals from what she described as a potential “near extinction event.”

The exact nature of these apocalyptic threats wasn’t specified, nor were the alleged locations of the subterranean complexes.

It wasn’t an accident,” Fitts said. “It was a decision. A decision to strip the country of its assets, hollow out its communities, and leave ordinary Americans to deal with the wreckage.

She further suggested that these black-budget projects allowed the government to operate with virtually no oversight, all while the public remains unaware of where their money is going.

While her claims remain unverified, Fitts’ high-level government experience and financial background have fueled interest—and controversy.

So far, no physical evidence has emerged to confirm the existence of the alleged underground cities.
