Ukrainian President Volodymyr Zelenskyy has announced that Kyiv’s intelligence services have collected evidence of Russia preparing for further military operations across Europe.
The claim was made after a high-level briefing by Kyrylo Budanov, head of Ukraine’s Main Directorate of Intelligence (HUR), on June 22.
According to United24 Media, Zelenskyy said Ukraine would immediately inform its partners and allies of the findings.
“We have evidence that they are preparing new military operations on European territory,” he said. “We will share everything we know.”

Budanov’s report outlined Russia’s current military posture and defense sector vulnerabilities. It also identified critical areas that Ukrainian forces plan to strike to weaken Russia’s ability to continue its full-scale war.
He also emphasized the toll that global sanctions are taking on the Russian economy, arguing that Ukraine’s coordinated strategy of pressure is showing results.
Zelenskyy said this approach remains central to Ukraine’s efforts to force Moscow toward ending the war.
Coordinating with Allies
Zelenskyy added that Ukraine is currently preparing new defense agreements with both the European Union and the United Kingdom.
These would focus on intelligence sharing and coordinated responses to any new threats from Russia.
“Our partners are being updated in real time,” Zelenskyy said. “We remain committed to collective defense and cooperation.”
Claims of Foreign Recruits
In a separate warning, Zelenskyy said that Russian forces have been recruiting Chinese nationals to fight in Ukraine.
According to HUR, over 150 people have been recruited through online platforms like TikTok and are undergoing military training.
The recruits have reportedly received payment cards, passed medical exams, and been prepared for deployment.
Ukraine has not shared detailed evidence yet, but Kyiv says the trend is being closely monitored.
