Major General Konstantin Kuvshinov is the latest high-ranking Russian officer to be arrested in a growing wave of corruption cases, accused of embezzling over 57 million rubles from the defense ministry.

General Taken Into Custody

Another Russian general has been arrested on corruption charges as part of a widening investigation into alleged financial misconduct within the military’s ranks.
Major General Konstantin Kuvshinov, former head of the Medical and Diagnostic Center No. 9 under the Russian Ministry of Defense, has been in pretrial detention since April 2025, Mediazona reported, citing court documents from Moscow.
Accused of Large-Scale Fraud

According to investigators, Kuvshinov is suspected of embezzling more than 57 million rubles (approximately $410,000) in connection with state procurement contracts.

The alleged fraud took place in 2022, when the medical facility under his leadership signed contracts with two private companies — Delrus and TDA-Service — for the supply of medical equipment.
Authorities claim the equipment prices in those contracts were deliberately inflated, allowing money to be siphoned off.
The funds involved came from state budgets allocated to the Ministry of Defense.
Others Implicated in the Case

The case has since widened to include figures from the private sector.
In early June, military investigators opened fraud cases against Igor Ignatov, deputy sales director of Delrus, and Alexander Khotsin, commercial director at TDA-Service.

Career in Military Medicine

Before his arrest, Kuvshinov served as head of the Medical and Diagnostic Center No. 9 from February 2019 until May 2025.
The facility is located in Moscow and is operated by the Russian Ministry of Defense.
Prior to that, he led the Main Center for Military Medical Expertise, another key institution within the ministry’s military healthcare system.
A Pattern of Arrests

Kuvshinov’s arrest follows a growing list of senior military and defense officials being charged or investigated for fraud, bribery, and embezzlement in 2025, in what analysts say could reflect either a real anti-corruption push or power struggles within the Russian elite.
