The White House has firmly stated that the decision to negotiate diplomatically with Russian President Vladimir Putin for peace rests solely with Ukrainian President Volodymyr Zelenskyy.

John Kirby, Coordinator of the National Security Council, emphasized President Zelenskyy's prerogative in determining the terms and timing of any potential negotiations.
