French President Emmanuel Macron is ramping up pressure on Israel and calling for stronger European action as he declared that recognizing a Palestinian state is not just a moral obligation but “a political necessity.”

Speaking from Singapore ahead of a major United Nations conference in June, Macron laid out his vision for what he described as a “responsible path to peace” between Israel and Palestine.

France is co-hosting the conference with Saudi Arabia, which will take place in New York from June 17 to 20 and focus on reviving a two-state solution.

Macron: Time for EU to Respond

According to Digi24, Macron’s remarks come at a moment of heightened tension in the Middle East, with worsening humanitarian conditions in Gaza and growing international concern about Israel’s military actions.

He warned that if there’s no meaningful humanitarian response from Israel “in the coming hours and days,” the European Union must act by revisiting its ties with the country — including the EU-Israel association agreement, which hinges on respect for human rights.

“If these obligations are not respected, then sanctions and suspension of processes must follow,” Macron said, adding that it is time for Europe to “strengthen its collective position.”

While Macron did not commit to recognizing a Palestinian state during the upcoming conference, he did outline what France believes are necessary steps before doing so.

According to Macron, recognition must come hand-in-hand with:

  • The release of hostages held by Hamas.
  • The demilitarization of Hamas and its exclusion from governance in any future Palestinian state.
  • A reform of the Palestinian Authority to ensure stability and accountability.
  • A firm commitment from the future Palestinian state to recognize Israel’s existence and right to security.
  • The creation of a broader regional security framework to support long-term peace.

He described these conditions as essential to ensuring that recognition is not only symbolic, but leads to a viable and lasting resolution.

A Diplomatic Crossroads

In recent weeks, several European countries, including Ireland and Spain, have signaled openness to recognizing Palestine, even as Israel continues its military operations in Gaza.

France has so far taken a more measured approach, balancing strong support for Israel’s right to self-defense with increasing frustration over the humanitarian toll in Gaza.

Still, Macron left the door open for diplomacy, saying he hopes Israel will shift course and allow for a meaningful humanitarian response.

“There is still time for a change of position,” he said.
