On the morning of November 28, Russia launched a widespread missile and drone assault on Ukraine, targeting its energy infrastructure.

The Ukrainian Air Force issued a nationwide air raid alert on Telegram, reporting that Russia had deployed seven Tu-95 strategic bombers. Explosions were reported in several cities, including Kharkiv, Odesa, Lutsk, and Rivne.

Local authorities confirmed additional strikes in the Sumy and Volyn regions.

Energy Minister Herman Halushchenko described the attack on Facebook as a "massive blow" to Ukraine's power grid, with energy facilities hit across the country.

Ukrenergo, Ukraine's state grid operator, implemented emergency power outages in several areas to protect the energy system.

As Ukraine enters its third winter at war, Russia has intensified its attacks on the country’s energy infrastructure.

President Volodymyr Zelensky stated on November 24 that, in the past week alone, Russia had launched over 800 guided aerial bombs, nearly 460 attack drones, and more than 20 missiles.

In addition to these aerial strikes, Ukraine faces a new threat from Russia’s intermediate-range ballistic missile (IRBM), named "Oreshnik," which was used in a November 21 attack on Dnipro.

These developments led to an emergency meeting of the NATO-Ukraine Council on November 26 and calls for Ukraine’s Western allies to provide more advanced air defense systems.
