Borders reopened
According to the Associated Press, Russian President Vladimir Putin signed a decree on Monday granting Chinese citizens visa-free entry for stays of up to 30 days for tourism or business.
Officials say the arrangement is designed to work reciprocally as part of a broader push to keep regional links open.
Chinese travellers quickly seized on the opportunity.

One tourist described the spontaneity that the agreement allows, saying:
“I’m setting off on a spontaneous trip today, passport in hand. After passing through customs, I’ll head straight to Russia and plan to spend two days there to experience the local culture and unique attractions.”
First crossings
By Tuesday, the border city of Heihe in China’s Heilongjiang Province had welcomed its first groups under the policy.
The nearby Heilongjiang River has not yet frozen for winter, enabling passengers to cross by hovercraft, a seasonal route that often draws visitors early in the cold months.
A traveller from Zhejiang Province said the eased restrictions transformed the experience.

“This is my first trip abroad under the visa-free policy. I never expected we’d be able to experience this. It’s as convenient as traveling to another province. The visa-free agreement is really great,” the tourist said.
Managing the flow
Border authorities on the Chinese side have been preparing for the surge.
The Associated Press reported that inspection teams at Heihe Port opened additional channels, streamlined checks and increased on-site guidance to ensure smooth and safe passage for travellers.
Officials in both countries view the new entry rules as another step in their ongoing cooperation, one that could increase tourism, stimulate local commerce and reinforce the expanding partnership between Russia and China.
