The prospect of a popular uprising or armed rebellion in Russia is no longer remote, according to Cēzars, the spokesman for the Free Russia Legion — a military unit of Russian dissidents fighting alongside Ukrainian forces.
In a televised interview with Latvian outlet TV24, Cēzars argued that Russians living under the Putin regime have a fundamental right to resist tyranny, as defined by international law.
We observe all commitments as part of Ukraine’s armed forces. But the issue is broader than just external operations. According to the UN Declaration of Human Rights, nations have the right to rise up against tyranny — and we intend to exercise that right.
Rising Discontent and Signs of Internal Collapse
While continuing to fight Russia’s invasion of Ukraine, the Free Russia Legion claims its work goes beyond the battlefield. Cēzars emphasized the political mission of the group and the growing cracks in Putin’s support within his own country.

He also dismissed the likelihood that elite loyalist forces like Ramzan Kadyrov’s Chechen units could stop a full-scale uprising, as according to LA.lv.
A Call for European Support
Cēzars called on European nations to lend more political and logistical support, warning that internal change in Russia is likely to follow unpredictable, potentially explosive patterns.
