Russia and China used their veto power to block an American proposal in the United Nations Security Council.
The measure suggested extending the mandate of a UN expert panel monitoring sanctions imposed over Iran’s nuclear programme, but it fell short despite winning eleven of fifteen votes.
Somalia and Pakistan abstained, while the two veto powers shut down the oversight team.
UN sanctions on Tehran remain active, yet without the expert panel, no official group is left to report compliance violations.
Iran praised the outcome. According to the Associated Press, Tehran stated on social media that China and Russia “prevented yet another cynical attempt by the United States and its allies to abuse the Security Council for their political purposes.”
Sanctions without eyes
This standoff comes during a tense period for atomic oversight. Following military strikes on Iranian nuclear sites in June 2025, international monitors have been unable to verify enriched uranium stockpiles.
UN inspectors previously reported that Iran holds over 440 kilograms of uranium enriched up to sixty percent purity.
Weapons-grade uranium requires 90% enrichment.
American officials reacted with anger. As reported by the Associated Press, US deputy ambassador Jennifer Locetta warned that losing the panel creates “a monitoring gap that only benefits the Iranian regime.”
Washington accused both nations of protecting allies from scrutiny. Similar oversight panels for North Korea and Mali have suffered sudden shutdowns or delays over the past two years.
Searching for options
Russian diplomats defended their action. According to the Associated Press, Russian ambassador Vassily Nebenzia claimed the sanctions renewal was “deeply flawed and did not have any legal basis.”
Western nations are now scrambling for alternatives. French ambassador Jerome Bonnafont noted that European powers will study new ways to enforce the restrictions.
One option is setting up a monitoring team outside UN channels. Western allies created a similar joint mechanism after Russia killed the North Korea monitoring panel last year.
Meanwhile, Washington is enforcing its own sanctions. US authorities announced fresh restrictions on two digital currency firms and three associates accused of helping Tehran evade financial controls.
