US Special Envoy Steve Witkoff arrived in St. Petersburg for diplomatic talks with Vladimir Putin following a meeting with Ukrainian leadership in Norway.

US Special Envoy Steve Witkoff arrived at the Constantine Palace in St. Petersburg. According to the Kyiv Post, he traveled to Russia for diplomatic talks with Russian President Vladimir Putin. Foreign policy aide Yuri Ushakov confirmed that discussions regarding the ongoing conflict are the primary focus of the engagement.

Witkoff arrived at the palace accompanied by Russian representative Kirill Dmitriev. Envoy Jared Kushner did not travel to Russia due to illness but will likely join the discussions remotely. Russian Foreign Minister Sergey Lavrov stated that Moscow would listen to American proposals but completely ruled out political concessions.

The Russian visit directly follows a diplomatic meeting between Witkoff and Ukrainian President Volodymyr Zelensky in Norway. United States Secretary of State Marco Rubio described this preceding meeting as positive. Zelensky stated that Ukraine and the United States successfully agreed on peace proposals including security guarantees for Kyiv.

Bilateral agreements and presidential comments

The Ukrainian leader confirmed that intelligence sharing with the American government recently resumed. Zelensky also mentioned that progress regarding Patriot interceptors and Starlink restrictions could occur within 48 hours. However, diplomatic tensions between Kyiv and Washington remain elevated following recent statements from the American president.

Hours after the Oslo meeting, United States President Donald Trump claimed that Ukraine must want to make a deal. The American leader argued that Washington and Europe have spent a fortune supporting the Ukrainian government. Trump defended his recent moves to ease pressure on Moscow by stating the United States received high diesel in return.

The Ukrainian government has repeatedly rejected international claims that it is obstructing ongoing peace efforts. Zelensky previously offered a full ceasefire and proposed direct negotiations with the Russian president. Despite 51 countries urging an immediate truce, Moscow rejected these proposals and refused to pause military operations.

Previous tensions and ceasefire attempts

Tensions previously escalated when Trump announced a diesel deal with Putin while Ukrainian officials held peace talks in Miami. Zelensky later revealed that Washington threatened to restrict intelligence sharing if Kyiv continued striking Russian oil facilities. The American administration also reportedly threatened to suspend a mechanism that enables European countries to purchase weapons for Ukraine.

Trump subsequently called for Ukraine to elect a new president, which Zelensky insisted remains a decision for Ukrainian citizens. Kyiv proposed a 60-day ceasefire to allow elections, but Moscow rejected the proposal and offered only a 1-day truce. Trump then announced an immediate energy ceasefire on October 11 and claimed both sides had agreed to the terms.

Ukraine signaled its willingness to observe the energy truce and refrained from striking Russian facilities. However, the Russian military ignored the proposed ceasefire and continued attacking targets across the country. Meanwhile, restrictions on satellite internet terminals and intelligence suspensions reportedly left Kyiv vulnerable to Russian ballistic missile attacks.
