Former United States Special Representative for Ukraine Negotiations, Kurt Volker, has said in an interview, that he do not believe Russia will agree on a ceasefire on his own, but that the World can force him to do so.
Keep pushing

In an interview with Ukrainian media Glavkom, Volker said that the international society will have to keep pushing for a ceasefire, but that that won’t be enough.

To really bring Putin and his war machine to their knees, the international society will have to impose secondary sanctions that will lover the oil prices.

“He will always want more”

In the interview, Volker said that Putin will never agree on peace in Ukraine, because the Russian PM will always want more.
“He will never have enough,” Volker said.
What else is needed?

If Putin is, at some point, forced to agree on a ceasefire, Volker said that the next step is for the West to help Ukraine rebuild.
This would be done by giving safety guarantees to the war-torn country as well as help Ukraine move closer towards a membership of the European Union.
“Russia and Ukraine will never sign a peace treaty”

On a darker note, Volker simply do not believe that Russia and Ukraine will ever sign a peace treaty. The goal will be to get a ceasefire and then strengthen Ukraine to scare Russia from attacking in the future.
Volker also said that Ukraine should never acknowledge the Russian claim to the Ukrainian regions annexed by Russia.
