Wars often generate competing narratives, from battlefield reports to politically driven accusations.

Russia has now circulated another allegation about foreign involvement in Ukraine, adding to a long list of claims made since the start of the conflict.

The latest statement comes from the Russian Foreign Ministry, which asserts that Washington is secretly enlisting Filipino citizens to join Ukraine’s armed forces.

New allegation

Speaking at a press briefing, ministry spokeswoman Maria Zakharova said Moscow had received information suggesting that “representatives of the United States have launched a recruitment campaign in the Philippines for local citizens to participate in military actions on the side of the Ukrainian Army,” as reported by Digi24.

According to her, the alleged effort focuses on former police officers and reservists.

Zakharova claimed that recruits are being offered around five thousand dollars per month.

She also said the campaign is supposedly managed by a private US security firm based in Florida.

Training claims

Zakharova went on to state that potential fighters undergo preparation under foreign instructors before being sent to Ukraine.

She argued that participants receive German Schengen visas through the German embassy in Manila, calling it an element of the logistical process.

No independent evidence has been presented to support these assertions.

German and US authorities have not commented publicly on the claims.

Broader narrative

Russia’s Defence Ministry has repeatedly accused Kyiv of using international volunteers as expendable forces.

State media outlets in Moscow have amplified similar stories for months, framing foreign fighters as a growing element of Ukraine’s defence effort.

Ukrainian officials, meanwhile, have described many of these narratives as disinformation aimed at discrediting international support.

The allegations circulate despite the absence of verifiable documentation.

Recurring theme

Reports in the Russian press have suggested that Ukraine relies heavily on recruits from multiple regions, portraying the war as increasingly internationalised.

Independent monitoring groups have noted that such claims tend to surge during periods of heightened diplomatic tension.

For now, Zakharova’s comments represent the latest iteration of a familiar accusation, one that remains unverified beyond official statements from Moscow.

Neither Washington nor Manila has confirmed the existence of such a recruitment effort.
