When a long-running conflict enters a more volatile phase, sudden acts of violence can quickly reshape military strategies.

Leaders often point to these specific flashpoints as a reason to alter their approach on the battlefield. This ongoing cycle of action and reaction is now dictating the latest political and military moves in the region, TASS reports.

Orders already set

The Kremlin has confirmed that its military commanders already have their marching orders following a deadly incident last month. According to the Russian state news agency TASS, officials met on Monday to review the investigation into a recent drone strike in Starobelsk.

The high-level gathering raised questions about whether Moscow would issue a new response. However, when asked if the session resulted in fresh directives for the armed forces, Kremlin Spokesman Dmitry Peskov clarified that no new decrees were necessary.

The tactical planning had apparently been taken care of well in advance. “Orders have been given earlier,” Peskov stated on Tuesday, indicating that Russia’s military plans were already set before the government session even began.

A sharp response

The current wave of tension grew out of an attack in the early hours of May 22. Multiple drones targeted an academic building and a student dormitory at the Lugansk Pedagogical University’s Vocational College in Starobelsk.

The strike caused severe casualties, leaving 21 people dead. Moscow quickly signaled a major shift in how its forces would choose their targets moving forward.

A sharp policy shift followed just three days later. On May 25, the Russian Foreign Ministry announced a new campaign of regular strikes targeting defense industry hubs throughout Kyiv.

Choosing to escalate

During a subsequent government meeting, Russian President Vladimir Putin suggested the school bombing marked a definitive and dark turning point in the timeline of the war. He argued that the strike showed a clear willingness to intensify the fighting.

“The Kiev leadership has decided to turn a new page in the series of its crimes and to escalate the conflict as a whole,” Putin said.

Addressing the potential fallout of this shift, the Russian leader concluded, “Well, that is their choice.”
