Ukrainian President Volodymyr Zelenskyy says a ceasefire proposal to end Russia’s war on Ukraine could be ready within 10 days — but he doubts Russian President Vladimir Putin will accept any peace framework.

In an interview with Axios on October 27, Zelenskyy discussed the ongoing efforts by the Coalition of the Willing — a group of allied nations that includes the United States, United Kingdom, and European partners — to develop a diplomatic path forward.

British Prime Minister Keir Starmer recently said the coalition had finalized a concrete peace plan for Ukraine, expected to be completed by the end of 2025. Zelenskyy confirmed that Ukraine is involved in shaping the proposal, which he believes should be concise and focused.

“The plan should be short, without too many details,” Zelenskyy said. “Some quick points. Like a plan for a ceasefire. We decided we will work on it in the next week or ten days.”

Low expectations for Russian response

Despite Ukraine’s willingness to engage diplomatically, Zelenskyy made it clear he is skeptical about Russia’s intentions.

“I’m skeptical that he’s ready to accept any peace plan,” he said, referring to Putin.

Zelenskyy’s doubts are fueled by Russia’s continued attacks on Ukraine’s civilian infrastructure.

Earlier, he warned that the Kremlin is preparing to inflict a humanitarian catastrophe this winter by targeting energy systems, a strategy Russia used in the previous cold season.
