European Commission President Ursula von der Leyen condemned Russian ceasefire violations and announced preparations for a 22nd sanctions package against Moscow.

European Commission President Ursula von der Leyen stated the European Union will not lift sanctions against Russia. According to United24 Media, she accused the Kremlin of escalating attacks instead of observing the recently announced energy ceasefire. Speaking in Brussels on October 16, von der Leyen confirmed that European officials are currently preparing a 22nd package of economic sanctions.

The European leader expressed deep frustration over Moscow completely ignoring the diplomatic pause proposed by the United States. She noted that while European nations supported the initiative, Russian forces failed to respect the agreement for even a single minute. Because of this blatant escalation, the political bloc feels compelled to significantly increase economic pressure on the Russian government.

Maintaining a firm stance, von der Leyen clearly stated that no existing sanctions will be lifted until the ongoing war ends. This uncompromising position demonstrates European solidarity during the second day of the important European Council meeting. Officials remain determined to punish Moscow for deliberately targeting vulnerable civilian infrastructure during the cold winter months.

Winter support and European integration

Beyond increasing economic pressure, the European Union remains focused on helping Ukraine prepare for the approaching winter season. Russian military forces continually try to destroy critical energy and water infrastructure across the besieged nation. Addressing Ukrainian President Volodymyr Zelenskyy directly, von der Leyen promised steadfast support to overcome these severe seasonal challenges.

The European Council meeting agenda also covers extensive discussions regarding future financial and military assistance for Kyiv. European leaders are currently evaluating the complex budgetary and defense requirements needed for both 2026 and the following year. This long-term planning aims to ensure uninterrupted military supply chains and stable economic conditions for the Ukrainian government.

While discussing external assistance, von der Leyen stressed the critical importance of Ukraine maintaining its internal political progress. She urged the national government to continue advancing essential reforms required for the European integration process. Achieving these specific developmental milestones would enable the opening of remaining negotiation clusters for accession by the end of the year.

Ongoing infrastructure attacks

These forceful political remarks arrive as Ukraine faces extensive damage from a recent series of massive Russian missile strikes. On October 14, enemy forces launched a highly coordinated aerial attack specifically targeting vital power generation facilities. This devastating bombardment deliberately aimed to cripple essential utility services just as freezing temperatures approach the region.

Ukrainian Prime Minister Serhii Koretskyi reported that incoming ballistic missiles intentionally targeted energy infrastructure in multiple regions. During this aggressive assault, Russian forces successfully struck all three combined heat and power plants operating within the national capital. The coordinated strikes also severely damaged critical energy facilities located throughout Kharkiv and its surrounding eastern territories.

The destruction extended to essential facilities responsible for supplying electricity to central parts of the country. These strategic targets play a crucial role in maintaining basic living conditions for millions of vulnerable urban residents. The relentless attacks highlight Moscow’s ongoing strategy to weaponize winter weather despite recent international efforts to establish a ceasefire.
