According to the Kyiv Post, the mobilization decree signed in September 2022 remains active and allows authorities to recruit troops quietly. Regional governments would likely shoulder the responsibility of meeting enlistment quotas through pressure tactics.
This decentralized approach aims to contain public anger and prevent protests from reaching the national level.
