US Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov expressed conflicting views on Ukraine ceasefire prospects during UN talks.
During the United Nations General Assembly in New York, top diplomats from the United States and Russia discussed the ongoing war in Ukraine. According to TASS, United States Secretary of State Marco Rubio met with Russian Foreign Minister Sergey Lavrov on the sidelines of the 81st session. The high-level talks highlighted the stark differences in how both global superpowers currently view the prospects for ending the devastating European conflict.
Rubio acknowledged that both warring sides have recently expressed interest in establishing a limited ceasefire involving grain and energy supplies. As reported by TASS, the American diplomat stated that such a temporary agreement “doesn’t solve the war, but it does, I think, in some ways, potentially alleviate some of the global pressures.” He argued that taking these small steps could eventually help build momentum toward a more comprehensive diplomatic resolution.
Despite the current battlefield realities, Rubio remained confident that the war must ultimately end through diplomacy rather than sheer military force. According to TASS, he emphasized that everyone acknowledges the conflict will conclude with a negotiated agreement. Rubio stated, “And the sooner we can reach that agreement, the less things will be destroyed, and the less people are going to die on both sides.”
Presidential summit remains unscheduled
Beyond the immediate conflict, the diplomats also discussed the possibility of organizing direct talks between their respective national leaders. According to another TASS report, Rubio confirmed that a proposal to hold bilateral talks between President Donald Trump and Vladimir Putin has not yet been formally discussed. The Secretary of State cautioned that scheduling such a high-stakes presidential summit requires extensive preliminary diplomatic preparation.
Rubio noted that holding a leadership summit just for the sake of meeting would not benefit international diplomatic efforts. As highlighted by TASS, he stated, “Obviously, the ideal would be a meeting in which there will be a result, an outcome and a lot of that means there has to be a lot of work that goes into it beforehand.” This cautious approach indicates that Washington is not rushing to organize direct presidential negotiations without guaranteed deliverables.
The headquarters of the global organization in New York City is currently hosting the General Debate with leaders from around the world. According to TASS, the massive diplomatic gathering runs from September 22 through September 28. Foreign Minister Sergey Lavrov is actively leading the Russian delegation throughout the high-profile international event.
Russia rejects operational pauses
While the United States pushed for diplomatic openings, Russia firmly rejected the idea of temporarily halting its ongoing military campaign. According to a separate TASS report, Lavrov addressed the United Nations Security Council and completely dismissed the possibility of an operational pause. The Russian top diplomat stated, “Having learned from bitter experience, we will not pause the special military operation for the duration of negotiations in any format.”
Lavrov accused European nations of using ceasefire proposals as a tactical mechanism to strategically benefit the Ukrainian military forces. As reported by TASS, he claimed that Europe simply wants “to gain a respite and replenish the depleted military arsenals of the Kiev regime.” The foreign minister argued that Western allies are acting out of desperation to keep the defending nation armed and fighting.
The Russian diplomat further escalated his rhetoric by accusing the Ukrainian government of employing illegitimate warfare tactics. According to TASS, Lavrov claimed that the opposing regime “has long since resorted to openly terrorist methods” to conduct its military operations.
