Energy giants reportedly pull back from German wind projects

Germany’s offshore wind industry is pushing for urgent legal changes amid fears that billions of euros worth of renewable energy projects could be delayed.

The warning comes as reports emerge that major international energy companies are reconsidering some of their planned German offshore developments, reports Reuters.

Industry sounds alarm

Germany’s Offshore Wind Energy association, known as BWO, said current regulations are creating bottlenecks that threaten the country’s renewable energy expansion.

The group is calling for reforms that would allow developers to voluntarily return unused offshore wind sites so they can quickly be reassigned to other companies.

According to BWO, projects worth up to €50 billion planned between 2023 and 2025 could face delays if the law remains unchanged.

The industry argues that faster redistribution of stalled projects could help prevent major setbacks to Germany’s clean energy targets.

Concerns over delays

The debate intensified after reports by Sueddeutsche Zeitung and broadcaster NDR claimed oil giants BP and TotalEnergies had cooled on parts of their German offshore wind investments.

The report linked the uncertainty to worsening regulatory conditions and delays connecting projects to Germany’s electricity grid.

Grid infrastructure has become one of the biggest challenges facing Europe’s renewable energy rollout, particularly for large offshore projects requiring extensive transmission upgrades.

Companies respond

JERA Nex BP, the joint venture handling BP’s offshore activities in Germany, said it was still evaluating its options.

The company added that discussions with the German government and other stakeholders remain ongoing.

TotalEnergies also denied abandoning its German offshore wind ambitions.

However, the company previously acknowledged that grid connection problems had forced it to review offshore concessions secured since 2023.

Pressure on Germany

Germany has been rapidly expanding renewable energy production as part of efforts to reduce reliance on fossil fuels and strengthen energy security after Russia’s invasion of Ukraine.
