Speaking directly with The Mail on Sunday, former Kremlin official Andrei Fedorov disclosed that high-level talks in Moscow now focus on arson and physical disruption rather than open military force.
According to Daily Mail, direct armed strikes against a NATO ally would trigger an immediate, collective defense response from the alliance, an outcome Russian strategists want to avoid.
Even so, Fedorov voiced deep hostility toward London. “The UK is evil number one,” Fedorov said, citing widespread anger in Russia over British support for Ukrainian military strikes.
Defence plants targeted
Moscow has already pinpointed specific facilities across England for potential covert operations.
Among the key facilities in the Kremlin’s crosshairs is Ukrspecsystems’ site in West Suffolk, adjacent to RAF Mildenhall, where drones are produced for Ukrainian forces.
Attention has also turned to defense contractor MBDA in Hertfordshire, which produces the long-range Storm Shadow missiles used by Kyiv.
Fedorov confirmed that view directly. “Many experts in Moscow are saying yes, it’s a legal target. Absolutely,” Fedorov said.
British officials pushed back forcefully against the Kremlin warnings. Defence Secretary Wes Streeting stated that London will not buckle under pressure.
“The reckless rhetoric and attempts at intimidation we have seen from the Kremlin in recent weeks reflects the weakness of Putin’s position and we will not be intimidated,” Streeting said, according to Daily Mail.
Rising hybrid threats
Tensions are rising across Europe as intelligence networks monitor non-traditional warfare.
A pro-Kremlin Telegram channel even urged strikes against the Tapa military base in Estonia, where 900 British troops are posted.
Caution remains high inside the British government. Diplomatic notes show the British Ambassador Nigel Casey advised UK officials to stop confirming whether Kyiv uses British arms inside Russia, hoping to prevent further escalation.
According to Daily Mail, these covert tactics put Western governments in a tight spot: responding with traditional military force risks escalating the conflict into a full-scale regional war.
A Threat Already Below the Threshold of War
The growing fears of sabotage are not based solely on Moscow’s latest rhetoric.
In a July 2026 statement, the British government warned that hybrid threats were intensifying across Europe, describing sabotage, espionage and covert foreign interference as activities designed to operate below the threshold of open armed conflict.
British officials have also accused Russian state-linked networks of using proxies and irregular actors to carry out hostile operations while maintaining plausible deniability.
That makes alleged plans to target defence suppliers particularly difficult for London to confront: an attack could cause significant disruption without necessarily triggering the kind of military response associated with a conventional assault on a NATO member.
