The plan is allegedly inspired by the point-by-point plan that ended the war in Gaza.

Gaza and Ukraine are not the same. The war that raged between Gaza and Israel and the war between Ukraine and Russia are not either.
But can the same solution for peace be applied?
Peace in Gaza was achieved through a 20-point peaceplan, where the points has to be achieved before moving on to the next one.
And now, the U.S. seems to be working on a smiliar draft to end the bloodshed in Ukraine.
The secret plan in the works
According to Axios, U.S. and Russian officials describe an unfolding push to reshape the war in Ukraine. Key players from Washington and Moscow have been trading ideas for weeks, betting that shifting conditions may open a narrow window for negotiation.

What emerges from those talks could test the willingness of Kyiv and its European supporters to entertain a new U.S.-led proposal, modeled in part on a recent dealmaking drive in Gaza.
Unfruitful peacetalks so far
Ukraine and Russia have only met for one round of talks about peace or ceasefire, and there is no new meeting in sight.
However, US President Donald Trump surprised the most of the world, when he held a summit with Russian President, Vladimir Putin, in August, and a second summit was even being worked on before being postponed indefinetly.
But that does not mean that diplomatic efforts are not being conducted behind the curtains. In fact, after the Trump administrations plan for peace in Gaza, the same idea now seem to be in works for the war in Ukraine.
28 points
Reports shared with Axios by American and Russian officials say the initiative centers on a 28-point blueprint developed under President Donald Trump’s direction.

The document clusters its ideas into four themes: ending hostilities in Ukraine, offering security guarantees, addressing broader European stability, and defining future U.S. relations with both Kyiv and Moscow.
Behind the effort is Trump envoy Steve Witkoff, who, U.S. officials say, has been the primary architect of the draft.
According to Axios, the plan’s approach to disputed territory in eastern Ukraine remains unclear — a particularly sensitive point as Russian forces gain limited ground but still fall well short of the Kremlin’s longstanding demands.
A Trump proposal – or a Putin one?
Russian envoy, Kirill Dmitriev, told Axios the draft draws heavily on principles Trump and Russian President Vladimir Putin agreed upon during their meeting in Alaska in August.
A written version of the proposal is expected before the next Trump-Putin meeting, though plans for a summit in Budapest remain paused, Axios reported.

After the Alaska-summit, several media, including Reuters, reports emerged of Donald Trump trying to pressure Zelenskyy into accepting a draft for ceasefire, reportedly favoring Russia.
Trump has also previously said, that Russia has “won” territory in Ukraine, Kyiv Independent reported in October, signalling that Ukraine will need to accept ceding territory to Russia in order to get peace.
Can the wars even be compared?
We do not know how the alleged 28-point peace-proposal for the Russo-Ukraine war will look like.
However, the situation is nothing like it was in Gaza – mainly because of the combattants.
The war in Gaza was between a sovereign nation, Israel, and a terrorist organisation, Hamas. The war between Ukraine and Russia is between two soveregin countries.

This adds several hurdles to the negotiations, as Hamas does not have any territory to give up, like Ukraine does – and the question of territory is one of the biggest points of contestation between Ukraine and Russia.
