Canada and Prime Minister Mark Carney are looking to Europe for new and improved partnerships.

Canada is in talks to join the European Union’s (EU) massive 90-billion-euro loan for Ukraine, the Financial Times reported.

Only one country outside the union, the United Kingdom, currently contributes to the program.

The relief fund was negotiated in January 2026 to give Ukraine a critical lifeline.

A new strategy from Canada

Most of the cash will bolster military defense. Around 6.1 billion euros ($7.1 billion) is slated for air defenses, radar equipment, missiles, and ammunition as Russian forces continue their invasion of Ukraine.

The effort fits into a wider strategy. Canadian Prime Minister Mark Carney is actively pushing to deepen ties with European partners.

Behind the move is a desire for different allies who share the same Canadian values. Facing an ongoing trade battle with the Trump administration, Canada wants to reduce its economic reliance on the United States of America.

Carney has even floated an ambitious goal. He expressed interest in securing an association membership with the EU.

“We are grateful for all the support that Canada is providing to Ukraine and we are ready to do more together,” one European official said to the Financial Times.

Long-term commitment

According to the Canadian Prime Minister’s Office, the government has committed $8.5 billion in military aid to Ukraine and over $750 million for reconstruction since 2022.

Bonds between the two nations keep growing. On Sept. 10, Carney and Ukrainian President Volodymyr Zelensky signed a 100-year partnership covering defense, energy, technology, and trade.

The leaders also announced over $2 billion in new investment commitments during those talks.
