President Donald Trump has signed a presidential memorandum ordering a formal investigation into whether Joe Biden, during his time in the White House, was mentally fit to serve as Commander-in-Chief.
Trump is demanding clarity on whether Biden truly made presidential decisions or if senior aides orchestrated executive actions on his behalf while concealing his cognitive decline from the public.

According to the memo, Trump has tasked investigators with uncovering “who ran the United States while President Biden was in office,” and whether a cabal of senior officials “conspired to deceive the public about Biden’s mental state and unconstitutionally exercise the authorities and responsibilities of the President.”
The investigation seeks to determine if key figures within Biden’s administration usurped power, operating without the public’s knowledge.
Trump called it “one of the most dangerous and concerning scandals in American history.”
Autopen Controversy: A Signature Without Consent?
Central to the probe is the use of the autopen, a device that replicates a person’s signature, often used for efficiency in high-volume document approval.
Trump now alleges that critical executive actions were approved not by Biden himself, but by aides using the autopen without his full awareness or involvement.
Trump’s memorandum instructs Attorney General Pam Bondi and White House Counsel David Warrington to identify which orders were signed via autopen, who authorized them, and whether they were legally binding.
Questions About Biden’s Mental Acuity
Concerns about Joe Biden’s cognitive health have swirled for years, intensifying during his final presidential campaign.
