Ukraine Calls for Frozen Russian Assets to Fund Reconstruction

Frozen Russian assets should be directed toward Ukraine’s reconstruction, Deputy Finance Minister Oleksandr Kava stated.

Ukraine’s Deputy Finance Minister Oleksandr Kava has called for frozen Russian assets to be used to help rebuild Ukraine.

He made the statement during the “New Marshall Plan for Ukraine” panel at the GLOBSEC 2025 forum in Prague, according to Ukrinform on June 12.

Immediate Need for Reconstruction

Kava said that Ukraine’s government, together with the president and parliament, believes that frozen Russian assets should be transferred to Ukraine for reconstruction.

He explained that Ukraine needs to rebuild public infrastructure such as highways and railways right away, even though the war is still ongoing.

Reconstruction is needed to support the economy, help nearly eight million internally displaced people, and repair liberated regions. In these areas, roads, bridges, and housing must be rebuilt to restore transportation and essential services.

Kava stressed that rebuilding cannot wait until after the war.

The government is also working to encourage Ukrainians to return home. It has created programs to support small businesses and students.

Entrepreneurs can get loans at lower-than-market interest rates, with the government paying the difference. Students can enroll in Ukrainian universities without extra requirements, allowing them to continue their education at home instead of abroad.

Earlier, Ukraine and Japan signed an agreement that will provide Ukraine with a $3 billion loan. The money comes from revenues generated by frozen Russian assets.

Prime Minister Denys Shmyhal said the deal is part of the Extraordinary Revenue Acceleration initiative.
