The European Union is quietly reaching out to Moscow. The office of European Council President Antonio Costa recently initiated direct diplomatic contact with the Kremlin.
A European official told Digi24 that these talks focused solely on opening basic communication lines. The source noted that the initial exchanges remained strictly surface-level.
“In recent weeks, brief contacts have taken place at the diplomatic level to open communication channels, but nothing substantive was discussed,” the official stated.
European leaders are actively trying to figure out their exact role in potential peace negotiations. This comes at a crucial moment. Officials suggest the Russian military is now operating heavily on the defensive.
Protecting regional borders
Brussels desperately wants a clear seat at the negotiating table. “In any future scenario, the EU will have interests to defend, so it is important to have established diplomatic channels with Russia,” the European official explained.
The massive political bloc still refuses to take a neutral stance. Kaja Kallas serves as the top foreign policy chief for the European Union.
She insisted recently that Europe could never act as a completely unbiased referee between Moscow and Kyiv. Officials need a solid plan before appointing a formal representative for Russian dialogue.
The anonymous official backed up this incredibly strong position. “The EU is not a mediator. It supports Ukraine in its efforts to reach a just and lasting peace,” the source clarified.

Costa is coordinating very closely with member states regarding these sensitive Russian interactions. Meanwhile, Ukrainian President Volodymyr Zelensky is visiting Brussels on Thursday to urge European leaders to stay deeply involved.
