According to United24 Media, he explained that these agreements extend beyond equipment transfers. The Ukrainian leader stated that his government is prepared to share its combat experience regarding air defense.
Zelenskyy discussed these frameworks while speaking with journalists regarding the threat of Russian drone attacks. As reported by United24 Media, reporters asked if the Ukrainian government might send defensive units into allied territory. He confirmed the diplomatic outreach by stating, “We have offered our help to various countries.”
The president clarified that potential deployments would prioritize nations already assisting Ukraine during the war. According to United24 Media, Zelenskyy noted that partner governments are aware of this technical assistance. He framed this cooperation around shared operational expertise rather than permanent military deployments across borders.
Expanding military frameworks and hybrid warfare
The Ukrainian leader emphasized that these bilateral agreements apply regardless of whether a partner belongs to a military alliance. As highlighted by United24 Media, eligibility for this cooperation depends on active partnership rather than existing NATO membership. The agreements cover drone and missile sales, joint manufacturing, and the exchange of operational experience.
To illustrate the threat, Zelenskyy pointed to recent drone and hybrid attacks targeting neighboring Moldova. According to United24 Media, he reminded journalists that Moldova belongs to neither the European Union nor NATO. The president noted that similar incidents have also targeted military allies like Germany and Romania.
These geographic targets demonstrate that Russian aggression extends beyond the borders of active combat zones. He described these repeated provocations as part of a broader pattern of Russian hybrid warfare across the continent.
Global expansion and long-term security pacts
The Ukrainian government has demonstrated its ability to share defensive expertise beyond its own national borders. According to United24 Media, Zelenskyy cited the earlier deployment of Ukrainian specialists to the Middle East as an example. He added that those deployed experts helped protect critical regional facilities from aerial threats.
The specialized Drone Deal framework has expanded rapidly since the Ukrainian government introduced the initiative. As noted by United24 Media, Ukraine had signed long-term agreements with nine countries by early August. The administration is currently negotiating similar pacts with another 15 nations.
Beyond individual nations, Ukrainian officials have also concluded separate agreements directly with the European Union. Under these formats, specialized Ukrainian teams assess a partner’s air-defense needs before proposing solutions designed to run for at least 10 years.
