NATO chief urges massive scale-up in transatlantic defense manufacturing

NATO Secretary General Mark Rutte called upon transatlantic defense contractors to radically accelerate weapons production, stressing that historic budget increases must result in concrete, combat-ready capabilities ahead of next month’s crucial Ankara summit.

Speaking at the Transatlantic Defense Industry Access Forum on June 10, 2026, NATO Secretary General Mark Rutte issued a direct call for the defense industry to rapidly accelerate production and innovation across the alliance. Addressing representatives from over 50 U.S. companies and European partners at NATO Headquarters in Brussels, Rutte warned that increased military budgets alone will not secure collective security without a massive expansion of industrial output.

Preparing for the Ankara summit

The secretary general heavily emphasized that while allied nations have agreed to ambitious financial targets—including the historic 5% of GDP defense investment goal established at last year’s summit in The Hague—those funds must translate into physical hardware. According to the official NATO transcript, Rutte pointed to the upcoming NATO Summit in Ankara next month as the critical deadline for concrete deliverables.

“Cash is crucial. But next month’s Summit in Ankara will not only be about cash; it has to be about the combat-ready capabilities and significantly scaling up our defense industries,” Rutte stated, demanding actionable contracts over generic intentions. He specifically welcomed recent moves by the U.S. administration and Defense Secretary Pete Hegseth to heavily invest in expanding the domestic defense industrial base.

Fostering deep transatlantic integration

Rutte stressed that navigating an increasingly dangerous global threat landscape—highlighting China’s rapid modernization of its nuclear and conventional forces—requires complete integration of the alliance’s manufacturing power. He noted that neither Europe nor the United States can operate in silos.

To illustrate this necessary collaboration, Rutte highlighted major upcoming joint ventures, noting that RTX and MBDA will open Europe’s first facility to manufacture Patriot missiles this September. Conversely, European defense firm MSM Group is currently constructing a cutting-edge artillery ammunition production line in Iowa, underscoring the reciprocal nature of the “staggering increases” in defense production across both continents.
