Next phase warfare
Speaking at the Kyiv Security Forum on April 23, Lieutenant General Kyrylo Budanov said Ukraine is advancing autonomous drone control systems, United24Media reports.
According to him, these platforms are being designed to operate with minimal human input.
“We need a transition to autonomous systems capable of independently identifying targets and maneuvering. Ukraine already has such developments, and I am convinced they will soon become a surprise for the enemy,” Budanov said.
He indicated that current drone warfare has reached a plateau, with both Ukraine and Russia maximizing existing control technologies. Simply deploying more drones, he said, is no longer enough to gain an advantage.
AI on frontlines
Budanov described the next stage of conflict as one driven by artificial intelligence embedded directly into operations. These systems could enable faster decision-making and improve performance in contested environments where communication is disrupted.
The remarks come as Ukraine continues experimenting with AI-assisted strike capabilities. Earlier, the National Guard’s 1st Corps “Azov” reportedly used AI-enabled Hornet drones to target Russian logistics around occupied Donetsk.
These drones are designed to operate far beyond the front line, signaling a broader shift toward deeper, automated strike capabilities.
Strength and strategy
Budanov also linked military strength to diplomatic outcomes, stressing the importance of internal unity and battlefield resilience.
“No one in the world deals with the weak, and international law does not work without force. To succeed in negotiations, we must be strong on the battlefield and united at home,” he said.

He added that Ukrainian operations targeting Russia’s oil sector are producing both economic and reputational consequences.
“The world sees that Russia is no longer a reliable supplier. Our goal is clear—to deprive the enemy of the resources needed to wage war,” Budanov said.
