Controversy erupted following Donald Trump’s complaints about funding South Korean defense arrangements.

Financial demands from Washington have created fresh friction between long-standing security allies.

Security partnerships across East Asia are facing renewed pressure as discussions surrounding troop deployments take center stage at the White House.

Overseas military commitments continue to draw scrutiny over budget allocations, prompting questions about how costs are shared between international partners.

According to Militarnyi, president Donald Trump stated during a press conference at the White House that South Korea should contribute $10 billion annually for hosting American military personnel. Current estimates place roughly 39,000 U.S. troops in South Korea to counter threats from North Korean leader Kim Jong-un.

Critical remarks directed at Seoul included references to a prior discussion with South Korea’s president, where a request for assistance regarding the conflict with Iran was declined. Questions were raised during the briefing about whether Washington should maintain its current level of assistance when defense arrangements cost billions of dollars every year.

History of financial agreements

Reimbursements under the Special Measures Agreement have helped cover host-nation costs since 1991. Allocated funds traditionally support local civilian employees, logistical operations, and military infrastructure projects across the region.

Financial contributions from South Korea stand at ₩1.5192 trillion (approximately $1.1 billion) under the active agreement. Annual adjustments follow an established formula designed to update payments over time.

Disagreements over regional security extend to joint defense drills held on the peninsula. Concerns were expressed regarding the financial burden of joint military exercises alongside their potential to provoke Pyongyang.

Personal relations with Kim Jong-un were highlighted as positive during the press conference, with remarks noting that North Korea demonstrated restraint and respect during his presidency.

Complete cancellation of joint exercises proved unfeasible, prompting orders to substantially diminish their scope. A formal directive was subsequently issued to Pentagon Chief Pete Hegseth to carry out the reduction.
