A public organization in Russia has proposed banning Russian citizens from visiting NATO member states while the “special military operation” in Ukraine continues.

The group, known as Russian Veterans, plans to submit the initiative to the State Duma and the Ministry of Health.
Its chairman, Ildar Rezyapov, told the outlet Abzac that such a measure would “protect citizens” and prevent Russian money from “supporting the Kyiv regime.”
Germany and France on the list
Rezyapov said the proposed ban would reduce unnecessary spending abroad and shield travelers from potential “emergencies” while abroad.
He also claimed that limiting travel would stop funds from reaching countries that are “hostile toward Russia.”
Nations listed in the proposal include France, Germany, and other European states described as unfriendly.

The plan specifically targets NATO members, including Turkey, which is among the most popular destinations for Russian tourists.
Rezyapov argued that visiting such countries is unsafe and contrary to national interests, stating that NATO’s military spending “makes up 67% of the world’s defense budget” and “is direct proof of the bloc’s aggressive intentions and threats to Russia.”
Proposal Aims to Boost Domestic Tourism
Rezyapov said that while the restriction would apply broadly, exceptions would be made for Russians traveling to the United States or Europe for medical treatment or to visit close relatives.
He said that the initiative’s goal was not to isolate citizens but to encourage them to appreciate what Russia has to offer.
“It is necessary to consider banning Russian citizens from traveling to NATO countries and at the same time implement measures to promote domestic tourism,” he explained.

He added that as Russian soldiers “defend the country,” the state must “defend their interests” by ensuring they have “proper conditions for rest and treatment” at home.
The initiative, he said, would strengthen unity and foster national pride while redirecting tourism revenue back into the Russian economy.
Domestic Travel as a Long-Term Strategy
The proposal aligns with the Russian government’s broader long-term tourism strategy, which calls for a gradual shift away from foreign travel.
The plan aims to increase the number of domestic trips to 140 million by 2030, up from 96 million in 2024, a 50 percent rise.
